Consumer Rights

Texas Health & Safety Code §181.105, enacted through House Bill 4224 and effective Sept. 1, 2025, requires health care providers to clearly post instructions for patients to request access to their health care records, contact applicable licensing authorities, and file consumer complaints. These requirements support transparency, consumer rights, and access to health information in the state of Texas.

Requesting Your Health Care Records

You have the right to request a copy of your health care records. To request records, please submit a written request that includes:

  • Your full name
  • Date of birth
  • Contact information
  • A description of the records being requested

Requests will be processed in accordance with applicable state and federal laws.

Filing a Consumer Complaint

Consumers may file complaints with the Texas Office of the Attorney General, Consumer Protection Division.
